Distance-based congestion management only at early stage

Looks like it's still a long road ahead before we see the roll out of a distance-based electronic road pricing system.
Speaking at an interview to round up 2024, Transport Minister Chee Hong Tat stated that our authorities were still at a very early stage when it came to a roll-out of a distance-based road pricing system despite the new capabilities of our new generation Electronic Road Pricing system.
The installation of the new On-Board Units (OBU) is expected to be completed by end-2025, but as a new pricing system would affect livelihoods and different road users, the Minister added, the government still deems it prudent to be careful as it rolls out any new changes to how it manages traffic congestion.
The Minister also stated that the authorities are currently focused on ensuring a smooth transition for all vehicles and vehicle owners here in Singapore when in comes to the fitment of the new OBUs, which comes as part of the move to the new satellite-based ERP 2.0.
Close to 200,000 vehicles, or about 20% of the vehicle population, are expected to be fitted with the new OBU by 2024.
